The Polar Satellite Launch Vehicle PSLV-C52 of the Indian Space Research Organization took off from Sriharikota's Satish Dhawan Space Centre at 5:59 a.m. on February 14. The launcher transporting the EOS-04 Observatory spacecraft and 2 sub payload — INSPIREsat-1 and INS-2TD — lifted off from the space center after a 25-hour preparation, commemorating the Indian space agency's maiden project launching in 2022. This was Satish Dhawan Space Centre's 80th launch vehicle mission, the 54th flight of PSLV, and the 23rd flight of PSLV in XL configuration (six strap-on motors).

EOS-04 is a 'radar imaging satellite designed to deliver high quality photos in all weather circumstances for applications like as agriculture, forestry and plantations, soil moisture and hydrology, and flood mapping,' according to an ISRO study. It weighs around 1,710 kg, provides 2,280 watts of electricity, and has a 10-year mission life. The vehicle also carried two small satellites: an IIST student satellite (INSPIREsat-1) developed in conjunction with the University of Colorado Boulder's Research lab of Atmospheric and Space Physics, and an ISRO technology demonstrator satellite (INS-2TD), which is a forerunner to the India-Bhutan Joint Satellite (INS-2B). Co-passenger spacecraft were managed to remove from the PSLV in a predetermined order. S Somanath, Chairman of ISRO, thanked the team for completing the mission.
